The regulatory innovation project S2F is developed under Royal Decree 568/2022, of 11 July. The objective of the S2F pilot project is to test the implementation of flexibility services in electricity distribution networks as a complementary and valid solution to improve grid efficiency and accelerate the decarbonization of the economy, identifying possible technical and regulatory barriers, as well as best practices for their national implementation. The flexibility services to be implemented are organized into two use cases: i) local flexibility markets, and ii) flexible access capacity. These two use cases are tested in 28 demonstrators selected by the different distribution companies participating in the project.

The project with reference number: PR-NMN-01-2023-000048 has been granted under the call of new business models in the energy transition within the framework of the "Recovery, Transformation and Resilience Plan - Funded by the European Union - NextGenerationEU".
