Modelos de Mercados Locales para Comunidades Energéticas: Evaluación del Marco Regulatorio, Tecnologías y Diseño

Local Market Models for Energy Communities: An Assessment of the Regulatory Framework, Technologies, and Design

H. Villanueva Panocca, M. Troncia, J.P. Chaves, A. García-Cerrada

Original summary:

English summary:

This technical report establishes the regulatory, operational and methodological framework for assessing the participation of energy communities in electricity and flexibility markets, with a particular focus on Spain. It examines European and Spanish regulations, collective self-consumption arrangements, the sociotechnical characteristics of energy communities, and the structure of organised electricity markets and emerging local flexibility markets. Using a structured market design framework, the report identifies technical, operational and regulatory barriers to market participation and proposes potential solutions. It also evaluates different participation pathways, including the configuration of energy communities as hybrid scheduling units. The findings provide a basis for subsequent modelling, operational optimisation and techno-economic evaluation within the PREDFLEX-CM project.

English layman's summary:

The report analyzes the potential for energy communities to participate in electricity and flexibility markets, identifies the main regulatory and technical barriers, and proposes solutions to facilitate their integration into the electricity system.
