Adequation of the regulatory framework to regional markets

The countries conforming the Andean Community, through the Cartagena Agreement, have shown their interest in integrating socio-economically their countries, and one of the most dynamic areas to do so is the integration of their power electricity systems. Accordingly, the Andean Community approved by the end of 2002 the so-called decision 536, which consisted in a general framework for the regional interconnection of the electricity systems, and for inter-regional exchange of electric power. Besides, each one of the countries in the region is at a different stage in regards with the regulation of its national electricity system, with different levels and different alternatives of liberalization, so there is a need to slowly harmonize these regulations in accordance with decision 536.

Thus, the aim of the project is twofold. On the one hand, the IIT team will cooperate with the Peruvian regulator defining the most appropiate rules for the regional Andean market. This implies the search for efficient mechanisms that allow to optimize the interchanges between the different countries, ensuring that the final regional dispatch is optimal, but at the same time this mechanism must be well adapted to the specific circumstances of the systems involved. This tasks includes supporting OSINERG-GART during the discussion process with the regulators of neighboring countries.

The second goal of the project is to contribute to the development of the corresponding detail regulation for the Peruvian market, so the role of imports and exports, the influence of the regional market and, in general, the effect of market participants that are located outside the Peru frontiers are properly incorporated into the national market.
