The study explains, documents and develops in more detail some of the deficiencies of the Spanish electricity regulatory framework that are perturbing a correct development of the supply activity and that were already identified in the «White book on the Spanish regulatory reform for the electricity generation activity». The study emphasises two aspects:
- The consequences for the supply activity of the present tariff setting methodology
- The consequences for the supply activity of how the so called «tariff déficit» is charged to the access tariff
