Biography:

Óscar is a predoctoral researcher at the Institute for Research in Technology (IIT) of the Universidad Pontificia Comillas. His work focuses on designing long-term electricity market price analysis models and developing methodologies for the optimal management of industrial consumption within the context of dynamic tariffs.

In parallel, his research efforts extend to the regulatory design of clearing mechanisms in day-ahead markets.

He holds a Bachelor's Degree in Industrial Electronics and Automation Engineering from the Universidad de Alcalá and a Master's Degree in Industrial Engineering from the ICAI School of Engineering. Furthermore, he completed the 2026 editions of the energy regulation courses "Regulation of the Power Sector" and the "Summer School on Regulation of Energy Utilities," both taught by the Florence School of Regulation (FSR) at the European University Institute.

From October 2024 to August 2025, he was a Research Assistant at EPRI Europe (Dublin), where he participated in European projects focused on the modernization of SCADA systems and data center integration. Additionally, he collaborated with US entities such as NYSERDA on initiatives aimed at transport electrification and the optimal planning of electric vehicle charging under different tariff designs.

In the 2023-24 academic year, he complemented his master's degree with a research scholarship at the IIT, specializing in solving economic dispatch problems and formulating advanced mathematical models.
