Biography:

Luiz Barroso is a research affiliate of Comillas Pontifical University's Institute for Research in Technology (IIT), where he has been an annual visiting researcher since 2007. Since 2019 he is the C.E.O. of PSR Energy Consulting and Analytics, a global electricity and gas consulting company based in Brazil, which provides consulting services, software development and research on power systems economics, energy planning, policy, operation and market design worldwide.

He has an integrated experience in the industry, in the government and in academia, working on areas where policy, planning, operation, regulations, economics and modeling in the energy industry overlap. He has worked in more than 30 countries and has also been involved in numerous lecturing activities, academic publications in peer-reviewed journals, editorial activities, linkage with universities and awards received by US professional societies.

He is a past director general (CEO) of the Energy Research Office (EPE), a government company connected to the Ministry of Energy that runs all the energy planning studies in the country to support its energy policy decisions. He was also a visitor in the International Energy Agency (IEA) in France working in the then recently created IEA’s Clean Energy Transitions Program, a multi-year plan backed by 13 countries to support clean energy transitions around the world. Before joining EPE, he was a partner and managing director at PSR, where he started his career and worked for 18 years.

He has experience in teaching and training to electricity companies, regulators, universities and governments in different aspects of electricity and gas market design and regulation and a strong academic background: besides being a research affiliate of Comillas Pontifical University, he lectures regularly in the Summer School of Regulation of Energy Utilities, organized by the Florence School of Regulation (FSR), in Italy.

He is an Editor of the IEEE Power and Energy Magazine and a past editor of the IEEE Open Access Journal of Power and Energy (2019-2021), of the IEEE Transactions on Smart Grids (2010-2015), of the IEEE Transactions on Power Systems (2012-2018) and the past-chair of the Power Systems Operations, Planning and Economics Committee of the IEEE Power and Energy Society (PES). He is an IEEE Fellow, for his analytical contributions on power system economics and regulation and received in 2010 the Outstanding Young Engineer Award of the IEEE PES. He was the Brazilian member of the C5 SC on electricity markets and regulations, where he was also part of its steering committee.

He has authored or co-authored 1 book, 3 book chapters, of about 50 papers in peer-reviewed journals and of about 100 conference papers on topics related to competitive energy markets; besides being also a member of the technical committee of conferences on electricity markets and defense tribunals of masters and doctoral theses in Brazil and abroad.

Finally, he is a past independent member of the Administration Board of Votorantim Energia, as well as a past member of the Administration Board of EPE, a past member of the Administration Board of the Brazilian Independent System Operator, a past member of the Brazilian National Council for Energy Policy and of Brazil's Electric Sector Monitoring Committee.

He graduated in mathematics and received in 2006 the Ph.D. degree in systems engineering, with emphasis on operations research applied to energy from COPPE/UFRJ, Brazil.
