Biography:

PhD in Environmental Engineering from the Polytechnic University of Madrid (2022), Diploma in Regulation for Universal Access to Energy from the Florence School of Regulation, Robert Schuman Centre for Advanced Studies, European University Institute (2018), Diploma in Advanced Studies in Economics and Management of Innovation and Technological Policy from the Polytechnic University of Madrid (2004), Specialist in Development Cooperation from the Complutense University of Madrid (1994), and Industrial Engineer from the University of Valladolid (1993).

During more than 30 years he has worked in the field of International Cooperation for Development, mainly in the NGO ONGAWA - Engineering for Human Development, former Engineering Without Borders – Spain, being responsible for the areas of projects, energy and climate change, studies and campaigns, institutional relations. Within this period, he was President of the NGO Development Spanish Platform and a member of the National Council for Development Cooperation. He has work experience in El Salvador, Honduras, Nicaragua, Panama, Dominican Republic, Colombia, Ecuador, Peru, Bolivia, Niger, Senegal, Tanzania, Mozambique, Namibia, Senegal, Mauritania, Algeria, Jordan, Lebanon and Bosnia Herzegovina.

Since 2019 he has been working as an independent consultant for the Spanish Agency for International Development Cooperation (AECID), international agencies, and development NGOs such as Doctors of the World, Action Against Hunger or Action Aid.

He did his PhD thesis on clean cooking planning and its synergies with electrical planning. Currently, he conducts his research with the Institute of Research in Technology (IIT) of the Universidad Pontificia de Comillas and the Center for Innovation in Technology for Human Development of the Polytechnic University of Madrid (itdUPM). He teaches in the Official Master on Corporate Social Responsibility and Sustainability of the National University of Distance Education (UNED) and the Jaume I University, and the masters on Renewable Energies and Environment, and Strategies and Technologies for Development of the Polytechnic University of Madrid.
