Luiz Barroso is a research affiliate of Comillas Pontifical University's Institute for Research in Technology (IIT), where he has been annual visiting researcher since 2007. Since 2019 he is the C.E.O. of PSR Energy Consulting an Analytics, a global electricity and gas consulting company based in Brazil, which provides consulting services, software development and research on power systems economics, energy planning, policy, operation and market design worldwide. From 2016 to 2018 he was the president of EPE (Empresa de Pesquisa Energética), Brazil's Energy Planning Office and in 2018 he was a 3-month visitor to the International Energy Agency in Paris under the Clean Energy Transitions Program. Until 2016 he was partner and managing director at PSR. He has led consulting studies in about 30 countries for regulators, system/market operators, private and public investors, energy consumers, traders, association of stakeholders, investment banks and lenders and multilateral institutions such as IRENA, IADB, World Bank, ADB and CAF. He has been a lecturer on these subjects in Latin America, Europe and US/Canada. Since 2020 he is Fellow Member of IEEE. Since 2017 he is an associated editor of the IEEE Power & Energy Magazine. Before he was the Editor of the IEEE Transactions on Power Systems and on Smart Grids. Luiz Barroso is an IEEE Senior Member, chairs he Power Systems Operations Planning and Economics (PSOPE) Committee of the IEEE PES, was the Brazilian representative at Cigre’s C5 study committee and was the recipient of the 2010 IEEE Power Engineering Society Outstanding Young Engineer Award. He lectures in the FSR since 2010. He is author of more than 150 papers in international refereed journals and conference proceedings. Luiz Barroso has a BSc in Mathematics and received in 2006 the PhD degree in Operations Research with focus on energy economics.
