Regulatory analysis for flexiblity markets

The regulation defines a unified, consistent and comprehensive treatment of the theories and practicalities of the modern electricity sector. The regulation defines the do and don’t for the initiatives that may be undertaken. The thesis will focus on the analysis of specific aspects of the regulation of electricity markets. Fostering the energy transition requires enhancing market integration, favouring paradigm shifts (e.g. decentralisation, customer empowerment) and promoting innovation in the market procedures. Regulatory analysis requires reviewing the European and national regulations on specific topics, comparisons and identifying the gaps and barriers that prevent innovation. The aim is to formulate recommendations for policymakers to contribute to the electricity sector evolution. Topics for regulatory analysis: energy communities; market phases harmonisation; flexibility mechanisms designs; aggregation of resources; submetering, baselining and definition of balance responsibility, and service provision validation; data sharing, privacy, and communication requirements; contracting with Flexibility Service Providers and arrangements with retailers; the role of independent market operators.
