El Dr. Luis Olmos nació en Madrid en 1976. En la actualidad es Investigador del Instituto de Investigación tecnológica. Obtuvo el título de Ingeniero Industrial en Junio de 2000 por la Universidad Pontificia Comillas y el de Doctor Ingeniero Industrial en Mayo de 2006 por la misma universidad, por la tesis doctoral titulada “A regulatory framework for the transmission network in regional electricity markets”. Su actividad se ha dedicado fundamentalmente al análisis de la regulación y economía de sistemas eléctricos. Dentro de este campo, ha estudiado en detalle todos aquellos problemas que tienen que ver con la regulación de la actividad de transporte: asignación de costes de red con vistas al diseño de tarifas de transporte, tratamiento de las congestiones y regulación de la expansión de la red de transporte. A lo largo de su carrera profesional, ha participado en numerosos proyectos desarrollados para instituciones y empresas de varios países, con especial dedicación al diseño e implantación de mercados eléctricos regionales en Europa (Mercado Interno de Electricidad de la Unión Europea) para la Dirección General de Transporte y Energía de la Comisión Europea. También cuenta con experiencia en el control y la identificación de sistemas, con aplicación a la regulación automática de la generación del sistema español (Regulación Compartida Peninsular). Sobre todos estos temas ha publicado más de diez artículos en libros, revistas y conferencias especializadas.
