This chapter provides a definition of frequency for power system transient stability analysis. Both theoretical and practical techniques to estimate and measure the frequency of the system in transient conditions are discussed. The former includes the well-known center of inertia as well as the novel concept of “frequency divider formula” (FDF), which has been recently proposed by the authors. The latter includes the washout filter and a variety of implementations of phase-locked loop (PLL) devices. A variety of numerical simulations illustrate the impact of noise and estimation errors on the performance of different PLL implementations and compares their dynamic performance with the ideal frequency signals obtained with the FDF.
