Economic, policy and regulatory barriers and solutions for integrating more DER in electricity supply

Resumen:
The SOLID-DER Sixth Framework project has been set up to specifically assess the economic, policy and regulatory drivers and barriers influencing the further integration of Distributed Energy Resources (DER) in the electricity supply system of the new Member States (NMS) and Candidate Countries of Central and Eastern Europe. The SOLID-DER project objectives are the come up with recommendations for the short- and medium-term (directed mainly to policy makers, regulators and stakeholders) and recommendations for RTD actions now needed with a focus on the further long term integration of DER into the electricity supply system of the new Member States and Europe as a whole. Most electricity markets in the new Member States are not yet fully mature and still in a transition phase. In addition, the new Member States are facing different basic conditions, dependent on their fuel mixes, progress in liberalisation, prevalent market structures, and historical evolution of their electricity sectors. Shares of DER in the new Member States are increasing during the last few years due to the adoption of EU renewable electricity targets and other environmental policy objectives. These targets and objectives have resulted in the adoption of support schemes for renewable electricity sources and CHP in each of the new Member States. The basic input of this research was derived from a comprehensive «country survey» carried out for countries Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. This survey included a number of most relevant issues, potential barriers and integration topics that lead to a complete national overview of all relevant DER integration issues in each country.
