The Costa Rica Electrical Institute (Instituto Costarricense de Electricidad, ICE) has asked the IIT to design a tariff methodology that takes into account the real electricity cost in time, voltage level and the long term security of supply.
The main objectives are that this tariff methodology allow to recover all cost and send correct economical signals to end-users. That means different tariffs for different voltage level or different demand profiles.
Moreover, the tariff design should allow to clearly identify potential subsidized sectors based on their income, and how to articulate such subsidies.
