The main goal of the collaboration is the implementation for the set of Iberdrola’s plants of the control strategies planned in the previous year collaboration program, so they are fully operative before the Voltage Control Operation Procedure (P.O. 7.4) comes into force. The collaboration also includes advising for the ancillary services regulation, and the study of new regulation models.According with these objectives, the contents of the present year collaboration has been structured in three main tasks:
A. Implementation of a coordinated strategy in the generation control system of Iberdrola.
This is the main goal of the collaboration that consists in implementing a coordinated strategy for voltage control from a centralized dispatch for the set of Iberdrola’s plants. The design of the control system achieves the most profitable way (economical and technical) for fulfilling the Voltage Control Operation Procedure (P.O. 7.4).
B. Proposal for modifications of the V/Q control in thermal plants to achieve a centralized dispatch control.
As a complementary goal to the previous task, a technical advising for the modifications needed in the V/Q control in thermal plants is offered. This modifications should include the thermal units into the coordinated control system or, if not, automate the following of the reference voltages defined by REE. This modifications do not affect the hydraulic plants because the META Control Program has already a remote control of the reactive power from a centralized dispatch centre.
C. Advising for the regulation of ancillary services.

Finally, the collaboration covers a legal and technical advising for the development and modification of the regulatory models for the ancillary services. A conscious study and analysis will be carried out for the Spanish models, which includes proposals for new modifications, such as the self-start-up ancillary service.
